9- storey basement parking, excavated the hill on the walls of the sixteenth century, unesco site: serious idreogeological risk and heavy environmental impact

«We learn, not without wonder, that the Mayor of Bergamo, Giorgio Gori, will participate as rapporteur to the General States of the Landscape. Gori is the mayor who has resumed the controversial underground parking project under the Rock, inside the city wall of Bergamo high, Unesco heritage (Republic wrote on September 7 and 15). Work has just begun, in a geologically fragile area, as demonstrated by the 2008-2009 landslide that had endangered the Rocca and the portion of Venetian Walls underlying in a previous attempt to build a parking lot, now reduced to " unauthorized abusive landfill "because of special spilled waste to curb geological disaster. A malicious and useless work, propagated as the only solution to free the squares of the ancient city: they will release only two. Certainly, Mayor Gori will have much to say about the parking lot. Waiting to listen to his contribution, we would be curious to know what the other rapporteurs are. We therefore ask professor Salvatore Settis, architect Stefano Boeri and Caterina Bon Valsassina if they can intervene making it public»

COMMITTEE NO PARKING FARA - 22 OCTOBER 2017

«If they had consulted us before, mistakes would be avoided in the foundations of the new hospital and the collapse during the parking lots under the rock»

ECO DI BERGAMO JOURNAL - SUNDAY 8 SETTEMBRE 2013

"Works already begun by the previous junta and stopped by a landslide on 2008 with obvious signs of hydrogeological disaster on the adjacent buildings, Casa della marchesa and perimeter walls of via S. Lorenzo with an important cracking panel (lesions up to 25 cm). arth's geological problems were widely announced: a large part of the wall had already been sunk. The composition of the rocks of the hills is a flysch, 'slippery' (a sedimentary complex composed of clastic rock) a specific characteristic that 'makes the store weak from the mechanical point of view'. The landslide could thus be avoided and the ground of this type is well known to the workmen and particularly insidious for the excavations and the containment of upstream thrusts above all if the area is heavily industrialized. In fact, the nearby car park, adjacent to the fauna park, is located directly under the XIV century fortress complex and the historical museum for which static problems are already underway. In 2012, a variant was launched to take over the yard and complete the work with all criteria to be verified. What is the degree of reliabilty to the resumption of the work seen in the previous ones? But this seems to be the last of the problems if we consider the real result of the environmental impact of a site of exceptional landscaping and historical value, recently recognized by UNESCO, design aspirations justified by rendering aristocratic rendering (with tall vegetation) and not responding to project data. The bastioned front of Bergamo della Serenissima, recently nominated Unesco, is therefore exposed to a dangerous post-office scenario with highly questionable results both in terms of landscape and structural. Why then did the junta Gori become undisturbed by the realization of a multi-story, so invasive and dangerous work for the establishment of the ex-fauna and rock complex?

History of project and site

2004 - Starts the project of Mayor Cesare Veneziani (1999-2004) in the area of S. Eufemia Hill; 9 storey basements for 460 cars in the heart of the hill in contrast to the criteria indicated for the detailed plan for the tall town that includes small parking spaces distributed in the historic center.

2004 - The new Mayor Roberto Bruni does not dispose of the project inherited by the previous administration. The association of citizens supported by Italia Nostra asks that the convention be amended with corrections in favor of the preservation of the historic center.

2008 - works begin with the first demolition of the hill, a landslide occurs immediately a slip of the escavation front occourred between 30 December 2008 and 2 January 2009, a second landing on 19 and 20 January. This is a collapse of more than 1000 mc. The municipality argues that the work is different from the original project.

2009-14 - The work site remains frozen for years, the new mayor Franco Tentorio announces the resumption of the project. the administration safely secures the construction site with gravel and gravel cumuli but do not leave the works.

2014 - The new mayor Giorgio Gori inherits the yard from the previous junta. Experts certify guilty negligence of the project in the direction of work and execution. The Bergamo parking lots are seriously unpublished.

2015 - The municipal council challenges 'Bergamo Parks' spa for failures that led to the eventuality and the interruption of work, with penalties for late and intimate resumption of work by 4/10/15 after removing and replacing the polluting materials present on the construction site, due to the decay of the concession.u

2016 - The agreement with Bergamo is renewed with new transactional act, changing the use area of the area to parking for visitors only. You renounce the road of decadence for serious unfulfilled.

2016 - The decision to reopen the work was taken by the municipal council, under the pressure of the First Citizen, despite the declared opposition of Legambiente, Italia Nostra, the Association for the High City and the Colli, which was added to the recent establishment of the Committee of Citizens No Parking Fara, and a long letter of controversy to the project sent to the mayor even from the Pd district of Città alta and Colli, the Circolo Bergamo 3 who considers the project "inconsistent with the existing urban planning instruments".

2017 - After nine years of abandonment, despite the collection of thousands of signatures by citizens opposed to the construction of a car park and an un exhibit in thr Procura in collaboration with the protection associations, the yard of via Fara unlocks, already renewed the convention (2016) . The municipality produces one video that explains to citizenship the new arsenal rendering project showing high-pitched plants, denying an (impossible) integration with the previous hill profile.

2017 luglio - UNESCO, during the 41st session of the Committee in Krakow, declares the walls of Bergamo Alta patrimonio dell'umanità, along with the sites of Peschiera del Garda and Palmanova, Venetian defense works. I am the 53nd Italian Unesco site: a transnational route, including Zara and Šibenik in Croatia and Kotor in Montenegro. You still decide to proceed with the yard.

2017 september - work starts again out at the parking lot in via Fara 3. Mayor Gori is concerned about the penalties due to delays in the municipality in the event of a recession from the 2004 convention.

A - Depth Planimetry of 2008 - 2009 with Ground Movements. The franchise event occurred during work during the work between December 30 and January 2, 2009, a second major landslide on January 19th and 20th, 2009. (See technical report of the 2009 landslide). B - Cables for tracking movements, already in operation across the perimeter of the rock park walls where a major overturn occurred.

"Work is underway to build a basement (9 floors for 469 cars) underground parking lot for motorists of tourists and visitors. The boundaries are the gates of Garibaldi and Sant'Agostino, in a geologically delicate area below (and in place) of the former Faunistic Park of the Rocca, already the theater in December 2008 of a ruinous landslide that had seriously jeopardized, besides the adjacent houses, the former convent of St. Francis, the Rocca itself and the portion of Venetian walls below,
The Fara landslide had been caused by the excavations for the construction of a parking lot - approved as a "farewell gift" to the city of a junta (center) at the end of the mandate in 2004 (for the whole history of the parking lot to the investigation summary of Bgreport, an independent and non-aligned portal that, unitedly, took the trouble to consult the various documents) - and had been buffered in emergency, to save the Rock, with tons of material today at the center of an abusive landfill of toxic waste specially borne by the entrepreneur Pierluca Locatelli. A - A - Section of the project for the parking of via Fara 3, with S. Eufemia. The table clearly indicates the remainder of the residual soil intended for greenery. incompatible with a high-pitched vegetation. B - photorealistic rendering of the project result and green cover of S. Eufemia.

"In the final report to the City of Bergamo on 18/6/1992, Ing. Myallonier had reported that "The Designer, D.L. and the Enterprise, in the stretched out part of the disaster, assumed a risk that they were entirely responsible for doing the intervention in a way different from what the geologist had suggested, moreover, with execution shortcomings led to disaster ".
At the time of the beginning of the work, other geologists had opposed the work and that in 2017 it was necessary to carry out works consolidating structures of the containment of the land on the San Lorenzo street of the nearby ex-convent of S. Francesco - because of cracks (25 cm wide for a few feet in height), a situation that has led many citizens to think that the work and the landslide of 2008 may have further offset the already fragile balance of this part of the hill."

"The decision was taken by Municipal council, under the pressure of the First Citizen, despite the declared opposition of Lagambiente, Italy Nostra, the Association for the High City and the Colli, which was added to the recent constitution of the Citizens' Committee No Parking Fara, and despite a long letter of opposition to the project sent to the mayor even by the Pd district of Città alta and Colli, the Circolo Bergamo 3 (who has been registered as the mayor) who considers the project "inconsistent with existing urban planning instruments. "(as a guarantee for the good of the city) and above all with the intention of avoiding the same of the criminal hypothetics"

Vista planimetria complessiva del centro storico di Bergamo Alta, con la cinta bastionata della Serenissima repubblica di Venezia (sec. XVI), a verda le aree destinate a pista ciclabile e isola pedonale.

"Another noteworthy point: The municipality of Bergamo states that the construction of the parking lot was foreseen in the report submitted to UNESCO, but associations would find that the report would refer to existing urban planning tools (PPRCA, PGT and Parco dei Colli) attached to the report is the same, which still provides for a smaller car park in the area in question for residents of the old town and not much larger than tourist traffic.
If so, this could endanger the nomination just come from UNESCO, and since it is a transnational site involving 6 cities in 3 different nations (Italy, Croatia, Montenegro), do damage to the whole promised environment?"
